[Travis] "$DEBUG" -> "$USE_DEBUGGING"

Switch to same env variable as used by Symfony as DEBUG seesm to
cause Solr/ElasticSearch to run in debug mode as well, making the test fails.

Meaning we use this to enable debuging for PHP and Symfony, not Linux and backends.
